This Number One was Richard Nixon (though it is unknown if he was the real Richard Nixon, or someone that had replaced Nixon at some point in his political career) and had developed an elaborate overthrow of the government by capturing several mutants and channeling their power into a super weapon.
During his reign, well known mutants such as Beast, Angel, Iceman, Blob, Unus, Havok, and Polaris were captured by the Secret Empire. He also believed that he had eliminated Captain America, Falcon, Professor X, Jean Grey and Cyclops. However, SHIELD operatives Gabe Jones and Peggy Carter had faked these heroes’ deaths in order to fool the Secret Empire.
When Number One and the Secret Empire finally moved on the White House, Captain America and the Falcon were able to defeat them. Avoiding capture and feeling that his time was limited, Number One committed suicide.
