Joey Monteleone has a fairly normal life, falling into crime as his older brother becomes a local drug lord. Joey is eventually arrested for armed robbery and during his incarceration discovers he has a metahuman ability. He can project his consciousness into inanimate objects and manipulate their physical characteristics. He soon realizes he can “jump” from one object to another and uses it to experience freedom until he gets “stuck” in a vat of asphalt. While he is still able to manipulate the asphalt, he can no longer return to his comatose body which remains defenseless in Iron Heights.

He first encounters the Flash when he tries to steal the Stanley Cup during a hockey game in Keystone City. The Flash and Captain Cold work together to stop Tar Pit, with Cold stealing the Cup for himself. Tar Pit works occasionally with the Rogues as well as joining the Secret Society of Super Villains and being sent to Salvation. When Nekron raises the Black Lanterns, Tar Pit accompanies Owen Mercer in search of the Black Lantern version of his father, George Harkness. Tar Pit has no fear of the Black Lanterns because his asphalt body has no heart for them to rip out.

Tar Pit is among the villains that try to deal with the Rogues Rebellion and is also among the villains sent to Mirror World by Mirror Master. Tar Pit continues to battle the Flash and be imprisoned. He is one of the few villains that does not leave Central City after a Speed Force storm hits the city and turns its inhabitants into speedsters. Tar Pit is blackmailed into robbing a toy store on Christmas Eve when his niece and nephew are kidnapped. Kid Flash stops him, turns him over to the authorities and rescues the children as well as bringing the kidnappers to justice.
